Only one person in the list has the correct answer. If a player does not sign with the team that drafted them, they sit out the entire year, and re-enter the draft the next season.

I can only remember one player ever doing it, maybe you've heard of him?

Bo Jackson

taken with the 1st overall selection in the 1986 draft by the Tampa Bay Buccaneers. Bo played baseball, so he never signed with the Bucs.

(notice the #1 selection is not listed)

The next year, Bo was taken by the Oakland Raiders in the 7th round

Number 4. DeAngelo Hall has been overrated his entire career. He was getting burned repeatedly his last couple of seasons in Atlanta, which seemed to have only gotten worse when he was in Oakland. Granted he played okay late last season when the Redskins picked him up, but not even close to good enough to get a contract like that.

the team that drafted him owns his draft rights. so another team would have to make a trade to acquire him

They holdout until they can reach an agreement....if they can't come to terms they are traded...but that rarely happens most people reach an agreement....its better to have something than nothing.

A player that doesn't make it to the NFL will go to free agency or will sign with a team from the CFL which is for players with lower attributes then the pro's.

They do not become free agents...They are not allowed to sign with another team unless they are traded...so, presumably they try to work things out...
