its a high ratio of best answers to total answers in a short period of time... Your percentage looks high enough...but is it stretched over a long period of time??....
EDIT... just checked your profile..
The percentage has got to be a certain number in ONE category. You have a LOT of BA's.. but they are spread out over a LOT of categories..... The BA badge is for one particular one....or a combination.. like mine... for P&S and Small Business and probably soon to be Personal Finance...

Once you have over 10% of best answers in a catogory, you will receive your badge.
All you have to do is give the people what they want... a good answer!!

You have to answer a LOT of question in one specific section. And I think that you have to have a certain % of best answers in that section.
Just stick to one section and you will get it! ^_^
