I've read around a bit, and I think someone said that JK said that it wasn't McGonagall, although she would be my first guess too. I'm guessing it was someone unnamed, but I know Kingsley's the new Minister of Magic

I would think it would have to be Minerva McGonagall, although, as you said, it is not mentioned in the book, nor was it addressed in the JKR webchat yesterday.
