Victoire is the oldest child of Bill and Fleur Weasley. And it's not James, its Teddy Lupin who's kissing her. Plus, it makes sense because since James said she was his cousin, and Harry doesn't have any siblings, it had to be from the Weasley family. Bill and Fluer are the only ones old enought to have had a child close to Teddy's age.
