Sometimes it's too little too late so that's not always the case. But sometimes it's better late then never such as wishing somebody a happy belated birthday is better to wish them a late birthday then never having wished somebody a happy birthday.

Not if it's a matter of stopping doing something that has already caused irreversible damage, in which case it's too late, especially if another person has been hurt. The damage is done. But in most cases it is better late than never.

only if you were late enough to avoid being shot, wrecked up or your bridge collapsing then yes. otherwise you should make the effort to be on time. it's just plain courtesy.
