Generally that symbol is used to denote "section" as in a numbered section of a document.

I'm a writer and in the documentation applications I use, this symbol denotes the end of the last paragraph return in a FrameMaker document and/or the end of the last line in a table cell. Keep in mind that these symbols can only be seen when you have View Symbols turned on in your document.

For example, if you have a one-page FrameMaker document with a heading, a table, and a body paragraph, you will see the symbol at the end of the text in each table cell as well as at the last line of the body paragraph.
