What you REALLY should do is take an A+ certification test from Microsft, Cisco, etc...
If you pass the test, you will be qualified to repair computers and get paid for it. You may not be able to work until you are 16, but you will just be that much more valuable to a prospective employer.

Have the parents check the local Community College to see if they have tests or classes available.
You can also try getting a book for A+ certification or one of the others at your local book store.
Once you commit it to memory , from cover to cover, and understand why it says what it says, Take the tests and impress somebody :)
This will also help you if you're looking for a summer job that doesn't involved offering fries with it XD.
