I think that's a great idea.
Two ways to implement it -- first, drop most taxes and require each person to enroll in the services the want.
Some are mandatory -- everybody pays for the roads, and the police and the criminal courts.
The other is apportioned by whoever in Congress votes for spending. 75% of all appropriations come from taxes assessed on people who live in the districts and states where the Congressfolk or Senators voted for the appropriation. If you don't want to pay for it, vote for a different Senator or Congressfolk.

The only problem is that such a program would require Libertarians to implement, and BOTH sides seem to hate them with a passion!
Privatize everything, and we'll see what people are willing to pay for.

I'm with crush...and by the way, if we every audit the military budget and saw how much is wasted, we could probably pay for all of our services and that would be the end of it.
