Salt will be your best bet without the ability to get any antibiotics.

Check the kitchen for salt and see if it's iodized or not. It will say right ont he package. If it does not contain iodine, add 1 tablespoon per gallon to the tank. Add it slowly by disolving it in some tank water first and then adding that to the tank. Change 50% of the water each day and replace the salt that came out with your water, NOT all of the salt! So if you have a 10 gallon tank, change 5 gallons and add enough salt for 5 gallons, NOT the whole 10!! Keep this up for 2 weeks.

If the salt does contain iodine, you will have to do a salt dip. Get a container larger enough to hold the fish, something like a large glas or plastic bowl. Measure out anough water from the tank to hold the fish for a little while. It's important to measure this as you go! Add 4 tablespoons of salt per gallon (1 tablespoon per quart) to this water. Net the fish and place it in this bowl. Leave the fish here for no more than 5 minutes or until it shows major signs of stress, then put it back in the tank. Repeat this once or twice a day, but no more than twice a day for 2 weeks.

A good set of water changes often will clear up fin rot. Fin rot is usually due to stress from less than ideal water conditions. Change more water more often.
Try also raising the temp to 83 degrees and add 1 tablespoon of kosher or non-iodized salt per gallon. Leave in for 2 weeks and change water with fresh and no salt.

No - they don't need to eat it. But fin/tail rot is usually caused by poor water quality. I would suggest you either buy a test kit (15 bucks at walmart) or bring it to a pet store and have them test it. If you don't want to do that: Put the goldfish in a smaller bowl with the medicine and clean your other tank - put a new filter in - cycle the tank for 24 hours and add your fish back in. That should fix it.

its normal, unless your fish is young. if its old, then thats about the time you know its an elder.. and it will just go through its course of life..
