It's all about the tax revenue. They don't want to ban smoking, entirely. They want to tax it. Then legalize drugs and tax the legalized drugs. In their eyes, there is too much money changing hands without them getting their take.

They are more worried about their bodies than their minds?
More tobacco is grown in red states and more pot is grown in blue states?
They just love social experimentation?
