See the first reference for one of very few serious academic studies of this question. Note that nearly all are estimates, since few were objectively tested.
In the general population, about one person in a thousand has an IQ of 150 or over, generally considered to be the genius level. Their accomplishments or fame depend more on what they do with their intelligence, and whether it's something the general public cares about.

In terms of IQ, Einstein doesn't even make the Top 10. But he was a great thinker. The top 10 IQ's are as follows:
1. Phd. William Alfred Quannigton
Child IQ=350+
Adult IQ=300+
2. William James Sidis
IQ=265+
3. Leonardo Da Vinci
IQ=225
4.Johann Wolfgang Von Goeth
IQ=210
5. Hypatia
IQ=210
6. Nathan Leopold
IQ=210
7. Emanuel Sweedonburg
IQ=205
8. Gottfried Wihlem Lebinitz
IQ=205
9.Hugo Grotius
IQ=200
10.Tomas Wolsey
IQ=200
Steven Hawking is ranked #17 with an IQ of 197 and he is brilliant. No one can be considered the most intelligent human in existence because there are too many things to consider. The Intelligence Quotient is just an average of many of the different variable that are taken into account for intelligence.
[Edit]
As a result of the numerous tests, someone could get completely different scores by taking two different tests or even by taking the same test twice. It just goes to show you can never tell.

It's hard to know since they lived in different periods of time.
My candidates are
Carl Friedrich Gauss
Leonhard Euler
Albert Einstein
Ed Witten
I must say though that intelligence is not one dimensional. Einstein solved problems that perhaps Gauss could not, but In my opinion Gauss solved problems in which Einstein could not, such as, perhaps, showing that a seventeen sided polygon can be drawn with a straight-edge and compass. But who knows? They were in different times and were faced with different problems.

I think it's questionable to assume that there is one human who is or was the most intelligent.
Also, intelligence is multi-faceted; there's more than one sort of intelligence.
Also, there's no way of knowing how many really, really intelligent people there have ever been, as we don't have the relevant records for every person who's ever lived.
But then, I also don't think it's a very important question, either. Suppose I said Bradley Hilsenbeck -- what of it?

Too broad a question as most extremely intelligent people are also very blinkered.
In other words they may be extremely intelligent in the world of science but useless in the word of biology.
Accountants have to be fairly clever to do their job but they are also usually very boring people - and so it goes on.
