It's the usual, make those who earn the money pay for those who don't.

Establish tax-financed insurance company for the poor, who will work with HMO and hospitals to reduce costs and get bulk discounts.

1. Make insurance mandatory. This should be the "Basic" programs: Vaccinations; Broken arms, legs, feet, etc.; Cold/ flu; medicines for prior diagnostics; wellness & maintenance care; hospice/ palliative care; emergency (car accidents, shootings, beatings, natural disasters).

2. Affordable insurance - the homeless & those below the poverty line should have insurance cover. It should be Private insurance companies who "Cover" the poor.

3. There should be "Sliding Scale" to buy insurance for more health coverage based off the household income. The "Sliding Scale" should help the insurance company recover costs of insuring the poor from the more wealthy who want greater coverage. Additionally, the homeless and poor should be allowed coverage coverage for a few additional benefits. Additional Including: allergies, pregnancy, heart, stroke, cancer.

4. Government audits on billing & medical practices. During natural disasters insurance companies can apply for aid from government. Overall, health care remains privatized.

5. Monetary rewards to patients who review bills and report errors on medical bills
