Politically speaking progressive means favoring or promoting reform by government action. So, if one is against reform by government action, they may be still interested in reform, but by the people and not the government. Technically speaking, the people are supposed to be the government in the US, but that's a load crap.

So my answer is the opposite would be reform by citizen action and not have the government shove down our throats.

Seeing as how progressive is just a recently applied label to counter the negative perception of the label "liberal," it really has no opposite, as conservatives have never had to counter a negative image by changing their name. BTW, the best way to change your image is to change your policies, not your name.

Well, pro is the opposite of con, which means that the opposite of progress would be congress.

The opposite of progressive is -reactionary-. Progressives want to move forward. Conservatives don't want change. Reactionaries want to move backwards. (Sometimes they are called regressives, which is really the opposite of progressive, but that term is very seldom used.)

Republicans who want to undo the New Deal--do away with Social Security, roll back laws protecting workers, etc. etc.--are reactionaries because they want to undo progress that's been made.

Capitalists. Progressives have little to do with "progress" than they do with a belief in socialist principles. The opposite of socialism is capitalism.
