Yes, and it's not hexadecimal IP addresses. What that person was referring to is IP v6 which is getting to be more available (Vista supports it, as does *nix including MacOS).

Internet2 is another internet, it's a private network for important data only (no porn, no myspace, no youtube). Mostly high definition video conferencing, and educational stuff. High performance network computing too. Most universities have private internet2 connections for this purpose.
