Water it often and for a short time each watering until the lawn gets established. Grass seedlings need constant moisture, since they don't have very long roots. Don't water too long (more than a couple of minutes at a time) or you might wash away the seeds before they sprout.

As the "carpet" of seedlings starts to look like a real lawn, cut back to watering once or twice a day (or as it seems like they need it - if they get droopy or anything). First thing in the morning and/or late afternoon-early evening is the best time to water.

After the first mowing, you can start to space out your waterings. These will eventually be a few days to a week apart and very deep (about 20 min to a half hour at a time). This will develop deep, strong roots, which will keep your lawn green between waterings by picking up deep moisture from the ground.

BTW - if possible and if there's a next time, consider setting sod. It gives you an instant lush carpet and it blocks out all the weeds that you're going to get when your seedlings start to sprout. Also, after the first few days, you can go to a long watering cycle with sod and you don't have to baby it as much. I think it's worth the extra expense.

Not as often as you think. Water early in the morning and just before sundown at night. Dont saturate the ground. The idea is to keep the soil as cool as possible but not to swamp it. Seeds prefer to pop in cooler temperatures-which occur at night.

to get to grow at any temperature you must keep it moist.
I would say in 90 - 100 degrees I would water at least a hour in the early morning another hour in the hottest part of the day and again at least a hour before dark.

A little in the morning and a little before it gets dark out each day. If it is 100 degress it will dry out very fast.

I don't think you can do anything unless you cover you yard with something. You can use grass clipping for your neighbors lawn, if you use straw then you will get weeds. grass like to grow in coller summer temps 65-75' temps.
