What is added to paints and dyes to make them florecent.

If you look for it at Wikipedia or Google, etc. make sure you spell it with a U:

A phosphor is any substance that emits visible light in response to some sort of radiation. A phosphor converts the energy in the UV radiation from a black light into visible light.

It can be, many flashes can give pictures with red eyes though in reality they don't have red eyes. It is actually capturing the blood vessels of your retina. Also it can be do lighting most blue eyes look brown when they are dark settings, because the pupil the black area dilates. Also she may be wearing those new stylish contacts that can make her blind. But most likely she is a werewolf I hope that helps! Sorry I realized I didn't answer your question..... The answer is no because light in general shrinks your pupils so if anything her eyes would be more blue.. But if you were to put a florescent light right next to your eye it may possibly appear darker in contrast although the light would have to be very close to your eyes....
