i have the external hard drive named above, the power cord of which comes in two parts. the part of the power cord that plugs in to the device has a light on it to let you know the power is working. when the power cord is plugged in to the mains, but not the device, the light comes on. but as soon as I plug it in to the device the light goes out and there is no power to the device. Is this a problem with the power cord or the device?

Could be either. Only way to test is with another device using same plug and voltage / another power unit with same plug and voltage ratings.

It could be the transformer/regulator has died, and cannot supply enough current, but it COULD be the power circuit in the drive casing itself has something shorting causing the PSU to shut down.

Not sure how long you've had your book and I don't have an technical answer to your question. I will say that we bought 2 of these and returned one. The new one we received is working fine. When we had to return the 2nd one we opted for a Seagate Free Agent, which I love. It's working great and it's smaller than My Book. The 2nd one was mine and I had the same issue you are describing. I was plugged in and it wasn't being detected by my computer. I think mine was only good for a week or two before it started acting silly. Sorry this doesn't answer your question, but if you continue to have issues you might just exchange it.

there seems to be alot of problems lately with external hard drives,if its to do with usb connectivity or to do with power as in your case, something somewhere needs to be investigated
in your case, its not a problem with the actual power device but a problem with the u.s.b connection
i have a freecom 80gb classic ex hard drive and its just stopped responding to the plug,n play feature, you get the message that its installing the device and then recieve a error code 10
firstly i would recommend you take your "my book" and try it on another p.c,this will cancel out a problem with your usb ports
then if possible go to a local p.c shop and try to find another "my book" power supply,or use a universal power adapter, just make sure you set it to the correct voltage and ampage
then if the problems re-occurs then it seems your drive may have a deeper seated problem, try the western digital website, for
