They bring you propane knowing you owe them money then lock the tanks so you can't get the gas first of all its not good business and why do they fill the tanks just to lock them up if their gas is on my property do they have the right to do this

Yes. They have the right to discontinue service if you owe them money. Why should they provide free propane to you.

They probably filled the tank so that if/when you pay your bill, they can just unlock the tank instead of having to send a truck out.

There's no such thing as a free lunch - nor free propane. Pay your bill, bub.

Look at the contract that you signed with them, it more than likely says that they own the tanks, not you, and they probably also consider the tanks and the gas inside the tanks to be seperate purchases. It doesn't matter where the tanks are, it matters who the tanks belong to, which I'm sure is them.
Pay them the money that you owe them.

If you owe them money, they can lock it up. Too bad. Make some pay arrangements with the company, pay them some money, and they may unlock your tank.
