Dark coffee eyeliner tight against the upper lash line will make your blue eyes pop.
Try a black/brown mascara (L'Oreal) or clear mascara (Maybelline).

Brown would probably go best with your blonde hair. Find a mascara that is light brown, white or even a blond shade. putting mascara on blonde eyelashes is tricky, becuase the top ends will remain blonde if its not done right. Curl your eyelashes before you apply the mascara using an eyelash curler. This will help to keep the tops of your lashes close to the eyelid and difficult to notice when you blink. Finally, when you apply the mascara, use the tip of the brush and go vertically along each lash to help cover the lash more completely.

for mascara u could use a brown color. it blends in with your hair. for eyeliner u could use brown also. but if u want something that will stand out more try a blue eye liner. i know it sounds wierd, but it can look really great!
also, try not to put too much mascara and use pencil eye liner

if there is a light blue mascara and eyeliner in a nearby Wal-Mart, get it. It would really bring out your eyes.

-For an evening look, try the Brown/Black color, its a deeper brown, will give you a more dramatic look.
