Maybe, but he wouldn't have been good at it. His smirky mannerisms and robotic non answers would have alerted the average purchaser of a $1000 car. Somehow, people in power can sell much bigger lies than anyone else. I don't understand why. Maybe it's because we want to believe our political leaders are ethical and acting in the best interests of the country.
