This has to do with the period of the Russian revolution and is a class/political term.

White Russians were political and military people who were against te Bolsheviks after the October Revolution. They fought against the Red Army during the Russian Civil War from 1918 to 1921.

But later, emigres from Russia, especially the gentry and nobles, were known as White Russians.

There are what is known as White Russians and Black Russians. It is determined by their black or white heritage. But when you go to a bar be sure to ask for the Black Russian as they are scrumptious. It seems that people since the beginning of history have been segregating themselves by color. You will also find the Black Irish and how many others I wouldn't know. Here in the US we have white, black, brown, yellow and red Americans dependent on your ancestry. Wouldn't it be nice if we could all intermix and come up with a lovely color like green for everyone? It would also be environmentally correct.

In addition to being a tasty cocktail consisting of Kahlua, milk, and vodka on the rocks, White Russian is a way to describe fair-skinned, blonde Russians. Black Russians, on the other hand, aren't really black, but they have dark hair and dark eyes. Germans and Irish are sometimes categorized the same way.

When someone says "White Russian" it has nothing to do with race/ethnicity. "White Russians" were the Russians loyal to the Czar and the monarchy. It didn't matter if you looked like Vladimir Putin (light) or Gary Kasparov (darker complection) it was all about politics, either one could be a "White Russian".
