Is it illegal for people to open otherr people's letter or is it illegal for people to look at other people's letters that had already been opened without permission from the letter's recipient? or are both actions illegal??

No. It is illegal only to open someone else's letter without permission. But, people can read whatever they want. It's a free country.

Hmm as most practices have a central post room, all post is opened by staff, unless addressed for the Personal and Private Attention of ...... with the exception of Partners, whose post is generally opened by their secretaries or themselves.
