It's half empty. How could a glass be half full? Full means that there's water up to the top. So, how could there be water up to the top, but yet you are saying it's half water to the top. It just doesn't make sense. When I think of empty, I think of emptying something which means taking something away. Thus, a glass would half empty (taking something away).
