Currently in progress.

Called the S&L scandal.

Robbers are members of the Bilderberg Group, primarily the Bush family.

The victims are the U.S. taxpayers.

Still being paid off, estimates are that it will top $7trillion.

Most notable property in the intentional default list is the bush chicken manure "mine".

The way it operated was that savings and loan companies put out gigantic loans on worthless properties. The borrower would default, spl;it the money with the crooked S&L officers, and leave the investors holding the bag. Under the Reagan administration, the government started making the investors whole again at taxpayer expense. Still going on.

If by greatest, you mean successful (as in got away with it) and not just the size of the heist, then the all-time winner is D.B. Cooper. Cooper (whoever he really was) hijacked a plane, ransomed it for a cool million bucks, then bailed out over the Rockies with his loot. He was never captured!
