No, it's not a real place. Apparently it is based on Monaco, which is a very small constitutional monarchy, situated between France and the Mediterranean sea. The name is similar to that of Genoa (the suffix novia implies it means 'new Genoa'), which was a city state in northern Italy from around 1100-1800.
