There are several reasons why the dutch government legalised vertain softdrugs. Medical research has established that certai legal drugs such as alcahol and nicotene cause a greater risk to your health than certain softdrugs like weed and certain mushrooms. This caused the government to reevaluate to 'lists' of controlled substances, and rearange them in a 'better' order.
The goverment is much more leftwing and pro-choice than the american government. which basically means, without bothering other people(and this is stressed very dearly), you can basically do anything to your body you damwell please. This includes volentary prostitution for example.
Thirdly it is government policy to not target the smalltime user, but the dealers. making law enforcement tolerate certain amounts of harddrugs (provided you stay under a set limit) and they go after the organisations that import and deal drugs.

1) it is technically not legal, but "tolerated".
There is a non-enforcement policy in place, but the police can act when someone crosses a line, and add drug charges to it.
2) The USA (or America) is a 'foreign nation' - and is perfectly within its right to have laws differing from The Netherlands.
3) In The Netherlands, we also wonder why pedophilia is not banned in the US. The "Nambla" for example is legal there.
And any action people try to take against it, is thwarted by something called ACLU.
4) In the USA, half the nation goes berserk when Janet Jackson STAGES a bare nipple on TV, yet the most (and worst) porn ALSO comes from there - WHY? Isn`t that somewhat, well, paradox like?
We, The USA and The Netherlands, are different countries, with different values, beliefs, rules, laws and most of all, different people.
Get used to it - otherwise you`d go crazy.

It is the Nethertlands Independent, Sovereign and Democratic Monarchy governed type of a country. As such their lawmakers have the unfettered right to enact laws as they may see fit and whose laws have no bearing on others.
Consider your feelings when some country may enact a law that , for example, subjects a person calling another "crazy" in front of witnesses, is subject to a substantial monetary fine and one year in jail. Would you agree the United States should blindly follow suit to such a law and do likewise?
In short the Netherlands (Holland) can do as they wish without any effect upon the laws of any other country on this earth and those other countries may do likewise.
In reality the question boils down to a matter of potential infringement of one country's sovereignty upon another and that has been the second worst cause of war for thousands of years through thew present.
Otherwise, how do you spell "Berka" and would you wear one just because some Farsi, Sunni, or Hutu government rules it must be worn. Should that be the law of the land in another country ? I don't think so, and thank God that is a world view!

Because America is a fascist country. It's really as simple as that. With all the detrimental effects of cigarettes, alcohol, and various prescription drugs, all of which are legal, there is no reason for marijuana to be criminalized.
