Yes, anyone under 18 must have a legal guardian on set with them at all times. Some parents hire someone to stay with their children because they work, but as long as it's a responsible adult (unless the rules have changed) who they have given the authority to act on their behalf. The child must always have someone there who will act in their best interest and who knows the child labor laws as it pertains to the entertainment industry in your particular state.
