Are you saying the he is sitting outside of your house as a form of harassment towards you for filing a complaint to keep your dog (who I guess bit someone) from being put down. I highly doubt that he would waste his time with something so petty. Why not go outside & ask him if everything is okay? BTW, when did you file the complaint?

Yeah! I've been doing Window Patrol all night for the past 3 straight days. Every time I look back out again, they're out of sight - probably hiding in the bushes... But they're out there, I know it!
