Civil jurisdiction can be different than criminal jurisdiction, since the rules of procedure are different.

But the other party still needs to establish the link to the state where the suit was filed.

You can be served anywhere, but may not be obligated to respond to the summons.

Not responding may only make you a scofflaw in the original State and this is why lawyers are paid. Talk to one.

If the court where the proceedings are being held is in the state where the incident happened, yes you can be served anywhere they can find you.
