It would require a govt law banning all private property ownership, and transferring all property to govt ownership.
In the US, that would be tricky given the Takings clause of the 5th Amendment, which requires fair compensation for any property taken. So, we'd have to come up with a way to allow people to own money, but no other property....
Still, I think it's a bad idea.

Elect Hillary for president, and you will see it. here is why.
Hillary is for socialized medicine, which is communistic.
she wants to ban the 2nd ammendment.
she want to put back on the fairness act, which is a violation of the first ammendment. she doesnt belive in the 4th ammendment.
Once you start taking away from our constitution and putting in you own belifs, and not the belifs of the people, thats where communism begins.

Slow creep with socialism and promises of a utopian society, constant rhetoric against the 'evil capitalists' so we can allow the state to seize control of their productive assets, and inflation and taxes to push the working class into poverty without government assistance.

First of all we must overturn capitalism(with revolution).then the workers class will take the power.the property of capitalists is gonna be popular property.all these will be guided by the communist party.also councils are going to be founded where the elected people will take decisions(for the factory production for example).....

Here is how:
1. Carry out a violent revolution, followed by a period of "cleansing", thereby exterminating a sizeable portion of the population. If at all possible, leave no family unscathed. Maintain the position that the revolution is "ongoing" and revisit terror and repressions upon your people regularly.
2. Institute a one-party system, where only the Communist party is allowed to hold political offices. Make all other parties or any kind of political opposition illegal.
3. Make it illegal to disagree with the government or to criticize government officials, even privately.
4. Abolish all freedom-of-information laws.
5. Make one's membership in the Communist party the prerequisite to holding public office or any academic post. Limit membership to the proletariat, to the exclusion of scholars, skilled professionals, and former business people.
6. Expropriate all real estate and commercial private property, and transfer it to the State. Convert the State into one giant economic enterprise, and make private commercial activity a capital crime.
7. Exterminate farmers (after expropriating their farms, tools and animals) and herd the remaining rural population into "collective farms". Make it illegal to leave a collective farm without special permission.
8. Institute internal residence registration, and make it illegal for anyone to change one's residence without the government's permission. Make it illegal for anyone who is not a registered resident of Washington DC to be there without a tour or special permission.
9. Shut down the border from the inside and institute mandatory exit visas. Make it illegal to leave the country without permission. Station the military along all borders and authorize them to fire on your own citizens into your own territory if they try to cross the border.
10. Take control of all mass media, newspapers, and means of communication. Make it illegal to publish without the government's permission and prior review by the censor. Make it illegal to possess any means of audio or video recording, a radio, a computer, or a typewriter without special permission. Register the sale of all typewriter ribbons and require people who use typewriters to submit all used ribbons to the Ministry of the Interior.
11. Abolish the freedom of religion and punish people for observing any religion.
12. Condition the freedom of expression on consistency with the communist ideology as defined by the country's administration.
13. Hold elections where there is only one candidate. Fine people for failure to vote for that candidate. Have your state-owned news agency report that the people have elected their beloved leader yet again by a 99.9% margin. Nothing like a united society.
14. Pay people subsistance wages in no way commesurate with their ability, effort, or aptitude.
15. Ration basic necessities (because people who are preoccupied with laying their hands on a couple of rolls of toilet paper aren't going to be too concerned with the lack of freedom of speech in the country).
16. Exercise tight control over foreign tourists. Make it illegal for foreigners to go anywhere without a tour guide provided by the government. All tour guides must receive KGB training and be cleared by the Interior. Make it illegal for private citizens to give tours. Also make it illegal for your citizens to have any contact with foreigners without special permission and a clearance by the Ministry of the Interior.
17. Exercise tight control over foreign jounalists. Make it a crime to film or to photograph ANYTHING without the government's permission. Do not let them take any video or audio tapes, or notes, out of the country without a review by the censor and an official approval.
18. Adopt a pervasive and relentless policy of expansion into other countries.
19. Abolish private and parochial schools (as well as all charities). In public school, train children to report on their parents. In education, emphasize technical disciplines over liberal arts. In extracurricular activities, emphasize sports over arts. Art is a rotten bourgeois excess, anyway.
20. Make membership in the government-controlled writers' union, artists' union, etc. a prerequisite to publishing, displaying one's work, etc. Condition membership in such unions on demonstrated commitment to communist ideology.
That's your basic preliminary to-do list.
