Depends on what you plan to do over those 3 days. We have public transport, I don't know how good it is. What I do know is that we have just ended a 6 year drought with more than 19 inches of rain. It has rained here for almost 3 months. ( very uncommon) It has finally stopped and the temps should climb back to where they should be next week. Which is in the high 90's and with all that rain it is going to VERY HUMID! With your limited time here and the Humidity I would rent a car. If you plan on seeing primarily downtown austin you don't need a car. the downtown area is pretty compact, and there ARE good buses that cover the downtown and university area. By the way there is plenty to do in downtown... If you plan on seeing some of the hill country or some sights further afield (like the Alamo in San Antonio) you probably will need a car. Outside of downtown, public transportation isn't used much, and is confined to the capital metro bus system which is inside the Austin City Limits only. Austin does not have a train or subway system.

If you intend to stay just within central Austin, then you might be able to get away with walking, taking buses, the 'Dillo' shuttles, and cabs. You might also be able to rent a car just for part of the trip.
Look at the things you 'plan' to do when you get here and then use Google/maps or other sources to see how far apart everything is. Remember that you will have to pay for parking many places.
The one reason to rent a car is the weather, it is over 90 temp and 80+ % humidity in Austin right now. I have lived here for 15 years and still 'feel it' when the weather is like this. (You are lucky, it was over 100 this time last year).

First of all Bobbie Barker we do have mass transit. The bus system is called Metro and it goes through the greater Houston area. Houston is a very large city and there are not a lot of sidewalks, so a car would be a very wise move. You can stay downtown and no you would not need a car then, but downtown is sorta messed right now because of Ike. The public transportation sucks. The bus stops are not adequately covered and many offer no where for you to sit and wait for the bus. The Metro rail only goes through downtown and the Medical Center, so if you stayed downtown, you can ride the rail.

If you are just seeing the sights downtown, you don't need a rental car. The 'Dillo buses are free and they go all around the downtown area.

Then outside of that, there's the regular buses as well, and taxis.
If you want to see a lot of stuff outside of the downtown area, it would probably be easiest to rent a car (although the roads here can be confusing at times).
