I've never had one completely loose its tail before. I have read that if the fin rays get completely eroded the fin cannot grow back. I have had them regrow all of the fins when they recovered from illness but they only eroded half way down the fin. I'd say if the fish has not regrown any fin at all in 6 weeks then its most likely not going to. You could try a spirolina diet for a while. Spirolina helps fin growth. Other than that just take good care of the fish for as long as you can.

I am not sure about gold fish but my angelfishes tails grow back. but then again that angels and its not the whole tail just a little bit.

I had a young goldfish that also lost its tail (probably eaten by others, though it may have happened when they all became ill at one stage) and it did grow back completely.

Fins will grow back. Maybe not as long or flowing or "perfect," but they will grow back. Patience. It will take a long time for this to happen. Probably at least a year. I might take a closer look at your fish. Fish don't usually eat other fish unless they are weak, i.e., diseased. Read up on your fish diseases and see if you can see if there is anything more wrong with it. Good luck!
