If you already go to a waxing studio, try going to a different one to see how different they wax your eye brows. The reason guys may not be paying any attention is if your quiet... dress plain.. or something.. so be confident.. wedge heels have a way with making you feel confident so if you buy a pair take them for a test drive with walking first.. then find good jeans that hug your body just fine. and try a baby doll top.... preferably red if you can find one it would look great on you... and for your hair...
to liven it up a little. shake your head down and start blow drying it while your shaking it around.... then flip your hair back up, fix it just a little sort of poking through it with your fingers and do bout three quick passes with the blow dryer just quick across. its sure to give a sexy look. as for make up.. you dont really need it, you are pretty.. just try a simple black eye line on the bottom and then a darker pink blush but not A LOT AT ALL. just a little .. and i mean A LITTLE. then maybe chap stick thats scented... perfume is also very seductive ; ]
P.S. You may try just a little white eye shadow in the corners of your eyes to really make them pop. or a light green could look great = ]

You are DEFINITELY NOT UGLY!!!!!!!!!!!! I think that you will get far by putting a gorgeous smile on your face :) :) :) Try out some new hairstyles....yours is fine....but maybe you will feel better giving a couple of different looks a try!! As for the eyebrows they do need just a bit more arc to them!!!
You are a gorgeous girl and some guy will definitely see all you have to offer!!!!

AND we all look back on our looks and think dang I loved my hair then or what was I thinking.
Being pretty is also about your personal style. Great skin, a hairstyle that is yours to own and change, and your make up (less is best) and your clothes.
So invest in one or two things you "love" and people love.

dear, beauty lies in the eyes of the beholder, and a woman's best friend is Cosmetics, right? you seem to be pretty young, just in your teens, so you have plenty of growing time, so dont get disheartened by some nerd's comments, just believe in your inner self, and if you are contented with yourself and if you have a lot of confidence, then you shall be able to carry out any outfit and manage to look good. you dont need to be a model, its better to have intelligence and be good!! :-) lol

Anyone who finds fault, is not someone you want to hang out with. I am plain and OK with it. If someone is not OK with it, they can move the shallow self somewhere else. You have plenty of time to meet someone that sees YOU. Don't get in a hurry.

Not so much ugly as just plain.
Personally, I like the way you look.
Buttt, you may want to spice it up- like wear eyeliner and get a new haircut, maybe not so much on the flippy side.
DON'T TOUCH YOUR HAIR COLOR!
It looks wonderful on your skin. I would hate it if you went black. D:

no, not ugly at all, but not a sexbomb. may be u should go to a hair dresser and get a new hairstyle? and use some make up. juss a bit on ur eyes that does gud to all the girl.
