my car windows are kinda scratched up after a recent car wash, and its really buggin me but im planning on gettinng my windows tinted soon, would this help reduce the visiblility of the scratches?

Depends on the scratches, best bet- -
Take your car to a Film Dealer and have them take a swatch of their film and place it in the interior and see how this looks. I tend to agree with the first answer that it may actually make the scratch look worse (to you)
Most folks wouldn't notice it at all.

It's going to do the exact opposite, the scratches are kinda white and when you put dark tint behind them they will show up more then they do now.

No, but buffing and polishing will.
It's a process requiring patience, but well worth it in the end.
Then when you tint them they'll look good.
