We would often be ashamed of our finest actions,if the World only knew the intetion behind them. Truth is there are a lot of accomplishments fueled by not-so-good intentions, and a number of failures backed up by benevolent motives. in the end, it is your action that is judged and seem to matter more, since most intentions are personal, unless it's a general concensus. the voice of the people urging for a unified action.
Intentions are often associated with inspiration, what inspires one person to move, to act.. but never forget that inspiration seldom generates action, it is Action that always generates inspiration...
and Action always determine's Life's Victory or Defeat....
your intention may speak to your self, on your conscience..
but it is your action that speaks to others,
and im sure you will get everybody's attention...

No, intent possibly only speaks loud in our own minds, in that we may feel we want to do something, but, then as we may or may not do said thing it can be a temporary, in the moment, appeasement. Actions too frequently come without much forethought. Then what they loudly say is I'm a hasty fool. What the saying, "actions speak louder than words" refers to is that people say a lot (verbalize their intentions) but until they act it is all really a lot of hot air. Intent isn't always followed through. Therefore, I would say it does not speak louder than action.

Thats a really good question but I would have to say no. We can have the best of intentions, act on them, and have an effect that we did not want. I'm sure you can find examples in your own life where you had good intentions and acted on them, but you endded up doing more harm than good in the end. I guess you can say that results or outcomes speak louder than actions.

No... intent is part of motivation for action and is based on belief! In this case of "actions speak louder than words" a proverb points to a way of verifying the truthfulness in the intention stated in words (what one claims).
Example: Hitler and the Nazi believed in the goodness of their cause. Their intention was good within their own belief and reflected in their actions... Yet their actions were evil and did not truly benefit anyone including themselves... However the original proverb rings true because no one can say they did not mean what they preached...!!! Thus their actions implicated that what they stated was also what they believed!

I think intent will generally let the inner person feel better, but it does not speak louder than either because it is internal. If you truly follow your intentions through your actions then possibly, but then it's really the actions speaking again...

I'd really like to keep the focus. I didn't perceive this question as involving the examination of good/bad/fake/misguided intentions OR judgment of hypothetical consequences of actions. The question seems quite straight forward to me.
Intent has no energy or result without action.
Intent=action=consequence. ACTION is the key.
Someone said "results or outcomes speak louder than actions." PHILOSOPHICALLY speaking, there are NO results or outcomes without action.

I would say no. Intent can always be changed because they are meerly thoughts until carried out. Words and actions are carried out already, therefore an intention is just that - a thought which after being carried out becomes a word or an act. If no one is aware of that thought it can't speak at all.

Don't know, since you interpret a people's actions into their intent, so I guess that your translation would speak louder than the intent itself, because your interpretation could always be wrong.

Intent means more than actions themselves but the intent is sometimes hard to determine by the person who performs the action and very difficult to determine by others.
