Unfortunately being a part of society, we are all to blame for non consensual sexual violence. Rape and domestic violence are two of the most visible form of non consensual sexual violence. When we start to place the blame on a particular group, we risk not breaking the cycle of abuse. Many of these perpetrators on non consensual sexual violence often are the victim of abuse one form or another. Only when we start to understand the cycle of abuse, can we hope to gain an understanding and hopefully enough knowledge to stop this cycle.
In direct response to your question, I don’t think the government, men, or women are to blame. I think the entire society that we are all a part of is to blame. I think the cycle of abuse is to blame. I also think that our fear of change and stubbornness has a lot to do with it. Hope this helps and you find the answer you are looking for! Good luck!

No one person or group can be blamed for this. many factors contribute to sexual violence. Religious people feel it is ok to do violence against gays, people are taught from childhood that being gay is a terrible way to be, and when they find out they are, they do violence against gays. Hollywood sometimes glorifies gay violence, unintentionally, and that helps lead to violence. Its easy to try to blame one person or group for sexual violence. If we begin to teach that sex is a beautiful act, no matter what the sex of your partner, then a lot of the violence will go away.

What can be blamed?
1) Males, predominantly straight ones, by definition.
2) The refusal of some parents to instill and teach morals, and empathy with others.
Women are RARELY, if ever, perpetrators of violence, and almost always the victims of such crimes.

Humankind is the blame because of the fall of Adam in the garden of Eden. Read your bible, all the answers are there. And the reason why violence and sexual deviate behavior is even more prevelent now is because of the continued disobedience to God and his word in the blueprint of the bible. I am to blame, you are to blame and all those reading this question. Thank God for repentance, salvation and His mercy. Without it we would be doomed...unfortunately many who are reading this question are doomed already because they rely on their own understanding of things through pride and arrogance and they say they don't believe. without salvation God cannot go back on his word and provide mercy on thier souls. I pray that all those reading this will hear the voice of the Holy One...Amen!!

I believe it's rap music...Have you listened to the lyrics? Technically they talk about women being nothing but sexual slaves to men and nothing else...Then again it could be a number of reasons...Lust? Power?

Straight men.....and that is one reason why I do not like them or tolerate them....they have all the excuses in the book for everything.....and society helped them become this way.......letting them think they're actions and how they handle their emotions is proper.....what a joke. That goes to show how sick this world is.

place responsibility where it belongs, with the perpetrators of such heinous acts. But don't kid yourself, this is nothing new, this sort of behavior has been going on for centuries.
