Do they really talk louder,or is you ear just hearing a different sound? Here in South Texas we have a big Hispanic populous. I have also thought they talked louder than necessary,the minute they know you know what they are talking about ,or you are listening ,they tone it down. They are loud and whinny any way.It could be you are just hearing a different language than you hear ever day.Those days may be numbered.At least in the USA where English is becoming a second language . Here,you have to be bilingual (Spanish-English) to get a job.We have so many illegals.

You are so right. I wish I knew the answer, but ya know I think people that speak another language talk loud in general, and worse on a cell. I have a lot of pet peeves on cell phones.

I think it is the area, here it the states it is the mexicans for the most part. I have a few whites that are so ill-mannered as to stand in front of a checkout person and talk on a ear piece phone. "What do you want?" and the answer is "Yes she said that." She motions with her hands not to bother her. To be that self-centered and she was white. Why are people so willing to forgive other races but not the English. I had to edit what I had written when I read what the others had wrote. I usually don't read what other write before I write my answer. I think ill-manners in any language is ill-manners!!!

Because they want to be heard,knowing all the time that you can't understand a thing they are saying and they are probably pissing you off, just like people that talk loud on cell phones in restaurants,I just ignore them they are ignorant.

Probably because if they don't speak the language of the people who they're surrounded by (such as an Asian in an American shopping center and they don't speak English), it's easy for them to get distracted, so in order to hold a conversation, they speak loud enough to drown out background noise such as a language they don't understand.

In many cases, the people on question: they do not know how to control their emotions. When they get excited, and they get excited easily, they talk loudly. No matter it is cell phone or base phone.
Second, may be they want others to know that they are multi-lingual.

They dont care the others.the mobile phones spread everywhere whitout enough knowledge of usage. people must learn more how to use phones whithout disturbing others.

My dad speaks Russian (so do I) and I know why they talk so loud. Some languages are difficult to say and they have to talk louder.
