They need the issue(s) to get their base to come out to the polls election cycle after election cycle.
If abortion ever *were* banned, they're lose one of their best and most consistent vote getters, and actually have to compete with the Democrats for those poor rural voters on the strength of their economic policies.
See Thomas Frank's "What's the Matter With Kansas?" - Republicans promise abortion bans and deliver tax cuts for the rich. They pay a lot of lip service to social issues, but only deliver the bare minimum to keep the base happy, because they don't want to lose those issues as a rallying point for getting those people to vote against their own economic self interest.

Because, as heinous as abortion is outlawing it overnight is #1 difficult and #2 fraught with problems. You can't do it quickly, and the correct way to do it is to get the people to support it. If you outlaw it, people will still do it and now you have a bigger problem on your hands.
Gay marriage is not allowed in conservative states, and it should be a state policy. I think the federal government knows better than to pass laws that discriminate.

Not all republicans want to ban abortion and most prefer "civil unions" instead of marriage. Debating abortion is a trap, liberals use this argument to exploit emotional topics to gain support for their agenda, from people who emotionally base their affiliations from "single issues".
I guess a fair question, based on your rationale, "if socialists have control of both houses and the WH, will you make capitalism a war crime? Much of your flock believes that it should be but its as ridiculous as your question.

Because banning same-sex marriage would have required a constitutional amendment, and they lost the vote every time.
And removing the right to choose would have required either a constitutional amendment or the Supreme Court overturning 20~30 years of precedent -- and neither of those were anywhere close to being subject to control of Congress.
But don't worry, with the conservative appointments Bush made, our freedoms and rights to self-determination won't last much longer. It's already started.

They lied to get elected simply put they framed the election to focus on these domestic issues and once they took office began to switch the focus to foreign policy and no one challenged them.
