I am 30 and my chest has gradually got bigger over the last few years. With weight gain, the pill, pregnancy, hormones i dont think your chest ever stops changing shape. I was a B cup in my teens, C in my twenties and i am heading for a D now in my 30's. I know most of my friends are the same. I am not saying they just get bigger and bigger as you get older! Thats my personal story, i just mean they shrink and get bigger all the time. I dont think they really ever just stop growing x

The age is not really the deciding factor. Generally, about 3-5 years after you get your period, your chest stops growing. However, weight gain/loss can affect your chest size throughout your life.
