I don't know the statistics that would answer your question, but in the area where I live there are certainly some in law enforcement who are criminal. At the present time, there are no less than five cases of police officers, city, county, and state, who have been indited for everything from embezzlement, drug trafficking, and fraud, to falsification of public records and sexual assault. Law enforcement is just like any other job. There are always those who abuse their positions and give everyone a bad name. At least all of these have been caught and are in the process of being dealt with by the courts.

No cops do not break laws that are supposed to be enforced by them.
Cops protect citizens, helps to prevent crimes, enforce laws enacted by parliament.
They also emback on other projects to enable citizens to live peacefully in he society.

But, i think you based your question something which could be a bad behaviour of a cop. Bad cops don't act according to what is expected of them. They go against the rules and regulations of a particular place. Due to their wicked mind they exploit, assualt etc. citizens.

Cops put down their lives for citizens. Some of them die in the process of protecting good citizens.

Therefore do not conclude that the cops break laws and are not good because of what you have seen one of them do. As the saying goes "one nut spoils the whole soup" you would definitely have some bad cops among the good ones.

A personal experience......
One of my best friends married a cop. When they seperated he made her come to him to get child support. He was abusive.
Well, the last time she want to pick up some money for her kids he beat her to death. He spent a few years in prision.
His buddies stuck by him till he killed her.
So yes, some do.

Sometimes, yes.

Sadly, abuse of power occurs at all levels of govt.

But it's not as common as TV makes it appear.
