Does anyone know what I can use to remove it with? Stanley Steamer could not get it off.

I'd dillute clorox into some water, & add some dishsoap & try to scrub it off.. if it doesn't work, you might be able to remove the headliner & use an automotive interior dye to dye it another color..

First answer sounds like a good try. My brother's boat is wood and it had some mold when he bought it. We just made up a mix of Bleach and Water (I would not use straight Bleach even on wood), we wiped and sprayed everywhere we could get. It did real good. Then after we moved it to it's new dock he keeps AC going low in summer and small heat it winter and this prevents the mold/mildew from coming back.
Another thing that cool, learned this from a lady that sells used cars. To remove smoke smell and I will assume most smells. She say to take a bucket and first add Lemon Dish soap (I assume again any fragrance works) add the soap fairly heavy so when you add the water you spray it to make a heavy foam. Then take only the foam and wipe down the areas you want to smell better with the foam (Mainly cloth stuff). I can not say if it better to vacuum before or after it dry, but, vacuum. ;-)
