why is this type of restrictions given to some drivers. i will appreciate factual ans objective answers, am arguing with a friend over the meaning of' LOFS,

It means, "Licensed Operator in Front Seat". It means that the license holder may drive a car, but only when a (hopefully) responsible driver is sitting next to him to supervise and advise him.

This usually appears on probationary licenses, as in a graduated licensing system.
