Soap and water is just fine... just make sure you dry it off immediately so the water doesn't meld and rust the pot.

A lot depends on what the cooker is messed up with and how seriously the burned residue clings to it. Details would help a lot. Since you're asking in this forum I can guess that normal detergents and dishwashers did not work, and that you are concerned about the finish. You will probably have to use a plastic scrubber pad if you want to protect the finish. Use this pad with strong detergent and a lot of elbow grease. Pads which have soap inside them are good too. Do not use bleach type cleansers as they have abrasive powder and will dull the finish. Use plastic utensils (like spatulas or plastic knives) to knock off crusted residue. You will likely chew them up, so they should be disposable. And do not, repeat, not use any metal tools, steel wool or metal implements to scrape the stuff off.

Assuming it is really messy, start by scraping off the worst of it with spatula or other tools, but avoid scratching it. Then fill it with hot soapy water and let it soak. I have a long handled really stiff clean brush I prefer to keep my hands out of the mess. Use a stiff brush to scrub the walls in the soapy water, feeling whether you are brushing on crud or smooth steel. Dump it all out and look over what is left, repeating soaking, repeating brushing as necessary. When all that is left is rough patches and stuff in corners use a brass or nylon scrub pad to get off the last. If you wish use stainless steel polish for shine.

Soap and water, most of the time. But if I have baked-on food or grease, I will use baking soda and a scrubbing pad.
