Because it is part of who and what we are to forever be in a state of change through learning. Our makeup demands we not remain stoic, but seek to busy ourselves with something of a higher good, something that pulls us to better ourselves and the world around us. We are curious by nature and this too pushes us to explore and experience new things, no matter how fearful we may be. There are however, those who are so terrified of the unknown they are literally frozen and incapable of moving forward.
I believe it is in our best interest to face our fears and press onward into whatever it is that we find frightening, in the end gaining strength, courage and inspiration to forge ahead into more unknowns.
It is proven that 80% of what we fear NEVER comes to pass. Imagination is truly a powerful nation.

we fear the unknown because we don't want to lose whatever we have.
it's only when most people are pushed to their limits do they think about venturing into the unknown.
this is the reason why there are so few visionaries, great leaders and scientists because ordinary humans have either failed to sacrifice an aspect of their llife or they fear the unknown.
that unknown could be a models of thought, a different way of life, a dramatic political sh ift etc.
this is why throughout human history change has been due to mostly climate, invasions, deteriorating economy , disease.
hence the phrase necessity if the mother of all inventions.
( dart, someone already used this phrase)
human history serves as the best answer because we fear the unknown still we accept change.
most change therefore occurs because humans are "forced" to adapt.

change is an universal law,if a person is in alignment with that law then he or she will change and make the adjustments needed.its part of the growth process
I'm confused as to why you ask why fear DOESN'T prevent us from seeking change.perhaps you are working from a different angle than I do.
It is my experience that on a mental health /emotional/spiritual level ,the fear of change and the refusal to accept change is #1 cause of emotional illness on a personal and social level.and the majority of people will accept some level of uncomfortability,unhappiness and even pain in order to have their illusion of stability rather than step into the unknown .
I can take a stab at the 2nd part of your question though.
what finally overrules our fear?
sometimes we are forcibly removed from our ruts by the world changing around us.
sometimes we have to make the choice of change or die.
sometimes the pain makes us willing to accept a new path.
sometimes we are propelled down the path by those who are more adventurous.or coaxed by those who have been there done that("come on I promise you wont fall off the edge of the world!")
I had a friend who used to say if you re not changing ,you re dying.
we were not meant to stand still, but to walk down the path of life and experience every thing .every step prepares us for the next.

Maybe our fear of consistent, repetitive boredom (not to mention making the same mistakes over and over) overides our fear of taking riskes, making changes, discovering new things and ultimately advancing. Also, we are fascinated by the unknown. When the unknown becomes known, we have to find something new that is unknown to figure out.

Why doesn't your fear of not knowing what will happen to you stop you from walking out the door every day? Simple the answer is you have to. to live. The key tool for advancement is life its self, life is never the same it always changes rapidly without warning.

Many people do fear any change and try to keep things the same as much as they can. The masses of men do not progress much. They are dragged ahead kicking and screaming by superior men. Witness so many people trying to have Genesis' two long outmoded creation myths taught with or rather than evolution. Enough said, isn't it?
