Never heard the phrase, but I'd suppose it would mean you were in an exclusive relationship, dating only each other, as opposed to casual friends.

To me it jus means talking when u have nothing better to do lol and it means hang out jus a little discuss homework over the phone. thats what it means to me.. nothing close like sharing major secrets.
