normally it means don't overdo it... simple lines look a lot better than some elaborate stuff - in architecture or clothing or many other things in life - its more pleasing to the eye and the senses

This has to do with structural integrity and design. If you get teh engineering right you can achieve great things with only a small amount of material (supposedly. A fine example is I K Brunel's railway brindge over the river Tamar.

You can think of it in the same sense as a chef creating "art" on a plate...you don't want to muck it up with a lot of random and unnecessary stuff/items. Sometimes people do the same when decorating the inside of the house. They end up stockpiling junk, making the house too kitschy.
when you compare that to say the houses shown in that TV show Miami Vice, everything is very simple and minimalistic, yet ends up very stylish.

For instance if you build a mansion the size of 10 football pitches it will look bad but if its the size of one it wont look as bad so less is more there.
