Assuming that you are using XP since you did not specify, default is for Windows to obtain an IP address automatically if you have a device offering (DHCP).
Otherwise, if you wish to specify your IP manually, go to the Control Panel, Double click on "Network Connections" , Right hand click on your "Local Area Connection" Or "Wireless Connection" and select "Properties". Double click on "Internet Protocol (TCP/IP)" and enter your IP address after selecting use this IP address. You will also need to know what Subnet you are supposed to use and your Default gateway as well as your DNS servers.

Depends on a lot of things. What are you hooking to, a router, a DSL or cable modem, a direct connect to another PC, or using dial-up?
Is your IP address dynamic (given to you automatically be your ISP) or static (entered by you manually)?
Are you using an ethernet cable or running wireless?
