Because cops are fully aware that they live in a "**** the Police" society. Most of us hate cops when they bother us or other petty criminals, but we love them when we need their help.
Personally, im the same way. I know a couple cops personally. Nice guys, and I chill with them. But I hate that cops bother petty criminals, I feel they should concentrate on real crimes like homicide and such. The cops that sit around and try to catch speeders, is the most annoying thing ever.
Plus the cops that are involved with crazy things, see some terrible stuff. A cop I know, saw a baby put into a oven, cuz the mother was on crack.
Plus they get angry about criminals, and they know they cant do ****. They have to restrain themselves, from beating the **** out of some criminals. Some criminals get off the hook easy, and they cant put out their anger to that person or the judge. So they project their anger onto their friends and stuff.

It might be the city you live in because where I live you most likely could run into a local police officer at the neighbor bar on an off Tuesday night. I would think that it is something that goes along with the job.

They must take control of very dangerous situations on a regular basis. They have to be "no-nonsense" to take and maintain control of these situations, and do it correctly and quickly. What you do becomes who you are, and police are carefully scrutinized before they are hired. Personality tests are an important part of that. Analysis of people is an important skill for many of us, and it becomes second nature to people whose work is based on split-second analysis of dire situations.
Doing this, behaving like they often do can be difficult at times, but overall it's important police have the skill.
I had a boyfriend who grew up in a very bad neighborhood and he had become adept at analyzing people and situations. It sometimes annoyed me when he did this, but I came to understand it's importance.

It's what happens when you work with people who always lie to you. When you always see the worst side of people and when you have to deal with the horrible things people do to other people. How many dead bodies have you had to pick up and then let their families know their family their son or daughter is dead. These are the things that make cops the way they are, but once they get to know you they are usually nice to you. ( I know a few cops.)

well, partly they learn to do this, to act that way, as part of their work. It both serves them in their work, and helps them fit in with the other police who act like that.
But what about people coming INTO the police force, into the police academy, if that is the right word. They might not all have that disposition, but many have seen that police and instructors have that attitude. They want to fit in.
Scrutinizing people makes them nervous. making people nervous could be very useful to a policeman who thought you might have committed a crime.

Absolute power corrupts absolutely.
There are certain professions known to attract persons seeking power. This is one of them. They are also known to be more likely to be abusive to their wives and girlfriends.
You would never likely see a 'Clark Kent' type seek out that type of position.

When something serious is on, they are like a blank recording machine. Journalists can be the same. Beware of the Columbo type of Policeman (if you are guilty).

Simple answer.
Because being sensitive toward others is OUT...while being a "cold fish" is IN!
Sadly...many officers have fallen victim to the television stereotype of how a public figure (paid by our tax dollars) should behave!
