I've read part of "Word Freak" which is a look inside the world of competetive Scrabble players and they are completely mental. Professional players, people who travel the country or world getting in and winning Scrabble tournaments don't think of Scrabble as a word game, it's a strategy game. First you memorize all the two letter words you can form, then you memorize all the three letter words, then four letter words and so on. Then players start trying to play words in such a way that you block your opponent from being able to play any good words. It's a completely different type of game to an expert than it is to a casual player. If you want to learn how to be a great player I'd suggest reading Word Freak, it's good but I couldn't finish it because they people are completely out of their minds. One guy in his attempt to be a great Scrabble player gave up all his worldly possessions and lived on the street so that he could focus more on being a Scrabble player. That's insane, and yet, he's one of the greatest Scrabble players in the world. But the book does give tips on how to be a better Scrabble player, like learning all the legal words, starting with the two letter words and going up from there. I hope this has been of some help.

That's what most people don't get and hence a probable winner may also lose!!!
And that's when I recommend reading ALL the rules! It's given in the rules booklet of the Classic Scrabble that when no player has tiles to make a meaningful word i.e, each player has said pass once, the game ends AND the final score is calculated by minusing the total points on each player's leftover tiles from his grand total.
Eg. If your grand total is 85 and you're left with a Z and an E, your final score will be 85-(10+1) = 74.

The game ends when all letters have been drawn and one player uses his or her last letter; or when all possible plays have been made. When the game ends, each player's score is reduced by the sum of his or her unplayed letters. In addition, if a player has used all of his or her letters, the sum of the other players' unplayed letters is added to that player's score. The player with the highest final score wins the game. In case of a tie, the player with the highest score before adding or deducting unplayed letters wins.

If it is the last 2 tiles left in the game and neither player can go, you must deduct the points on each players left over tiles from their score...
Any tiles that you are left with at the end of the game must be deducted from your score... which is why it is always good to get rid of your x and z...

If you can't use the letters you have left you take away the value of the letter from your final score. I love scrabble, especially the naughty words version ;0)

if it's at the end of the game then that's already been explained. If there are more tiles then each should take a turn changing tiles and continuing play. If you still are shot and half the tiles remain then you should NOT be playing scrabble!!
