Palpatine, aka Darth Sidious, through Count Dooku, aka Darth Tyrannus.

Palpatine sent Dooku to get Jango Fett, and order the clones made, so that when sympathies against the trade federation waned, he could use the clones to start a war, and end up with an army to enslave the galaxy. Pretty clever, huh?
